11. Tendering Process 

You make seek clarification on any of the points contained in the tender documents, by contacting the named person, at any time prior to the closing date for the receipt of tenders.


Guidance when returning tenders 

The envelope MUST NOT have any name or mark indicating the identity of the sender.

Common examples of inadvertently marked tenders include:-

  • Company franking machine with an identifiable logo.

  • Post Office non-standard delivery services, which have labels detailing the sender - leave them blank!

  • Courier Services labels which detail the sender.

  • Signatures across the seal of the envelope.

The envelope MUST NOT be accompanied by other documentation which identifies the tenderer. (Often people feel the urge to include a letter or a copy of their order to the delivery firm).

The Tenderer MUST NOT be identifiable because of the person delivering it. (Couriers should be instructed not to produce forms for the Council to sign acknowledging receipt - We will issue a dated and timed receipt, if requested. Do not send staff in company livery or wearing company identification and, above all, tell them not to introduce themselves)

Make sure all documentation is properly completed and enclosed with your tender.

Tenders returned other than in the normal course of post will only be accepted during normal office hours i.e. Monday-Friday 9.a.m – 5. p.m. (excluding Bank Holidays)

Note the date and time by which a tender must be returned. The Council will telephone the Speaking Clock as the deadline approaches and will use that to determine the exact deadline. NO TENDER WILL BE CONSIDERED WHICH IS LATE - FOR WHATEVER REASON.

Therefore if returning tenders personally please allow spare time to cope with accidents, parking problems, busy reception areas, lift unavailability etc.

If tenders are being returned by post etc please ensure that the method chosen will guarantee delivery before the specified deadline and make sure when returning tenders by post that the correct postage has been paid-as this invariably results in delay.

PS There is no penalty for returning a tender early!
