6. Contracts 

*Open contracts will be advertised on the Council’s E-tendering web site. *Restricted contracts will only be made available to the preferred suppliers, who will be provided with their own hyperlink to the contract details. The E-tendering system will allow firms to submit bids for contracts electronically. It also provides information about current tenders, pending tenders and contracts that have been awarded, as well as guidance information and contact details in case help is needed.

*Open contracts 

All interested suppliers, contractors or service providers may submit tenders.


*Restricted contracts 

Only those suppliers, contractors or services providers invited by the contracting Authority may submit tenders.


Contracts over £50k 

Where the amount for the duration of the contract exceeds £50k and is less than the threshold for the European Procurement Rules (£139,893) at least 10 days public notice will be given in one or more local newspapers circulating in the district or specialist trade journals. Examples include:

  • Liverpool Echo

  • Liverpool Daily Post

  • Kirkby Star

  • Huyton and Roby Star

  • Contrax Weekly

  • Government Opportunities

The advertisement will include a description of the contact with the closing date.

Suppliers wishing to request tenders documents should follow the instructions on the advertisement i.e. tender documents will be issued upon receipt of a written request.


Contacts over the Value for European Union Procurement Rules 

All contracts that exceed the threshold of £139,893 for goods and services and £3,497,313 for works will comply with the European Union Procurement Directives.
