potential of the market is fully tested.
Goods and services will be procured by
competition unless there are compelling
reasons to the contrary. Competition
promotes economy, efficiency and
effectiveness in public expenditure,
and contributes to the competitiveness
of suppliers, contractors and service
providers.

relationships with a supplier, a
situation that precludes the operation
of fair competition should be avoided.
